AQMD, CARB, TIER I, ACERT, ULSD, TIER II - It all sounds like a huge kettle of alphabet soup, but when stirred and poured into a bowl, it has the flavor of
cleaner air for Californians - for everyone, for that matter. It has been a long, slow climb toward healthier air, but there is light at the end of that smog-filled tunnel. With everyone putting in a concerted effort to ramp up to meet federal deadlines for lower levels of air pollution, the particulate levels have dropped, and there is a reduction in ground level NOx and carbon monoxide.
The twofold mission of the California Air Resources Board is to reduce pollution while recognizing and considering the effects on the economy of the state. The “economy of the state” portion of the mission statement translates into concern for the large cash outflow for those companies that have to wrestle their non-compliant equipment and engines - whether they roll down the highway, help build the highway, power a plant beside the highway or float by on a river underneath the highway - into compliance! Originally targeted toward on-road vehicles and the marine and railroad industries, the march toward compliance now encompasses off-road engines, construction equipment, logging and power generation. The State of California is trying to make it less costly for state businesses by allocating monies to help improve the air in the form of the Carl Moyer Program. Dr. Moyer, who passed away in 1997, was a forward-thinking public servant - a leader in the environmental movement to improve the air quality by supporting new technologies and championing incentive programs. The money is available through local air districts and may be obtained through a grant process.
